Upper Lars Border Crossing for Trucks: Queues, Closures, Alternatives
How trucks cross Upper Lars between Georgia and Russia: the route over the Caucasus, the electronic queue, winter closures, documents and the alternatives when the pass is blocked.
The Upper Lars border crossing (Verkhny Lars on the Russian side, Zemo Larsi on the Georgian side) is the main road link between Georgia and Russia and the key gateway for trucks carrying cargo from Turkey to Russia. Most loads from Turkish factories to Moscow, the Volga region and the North Caucasus pass here after crossing Georgia. It is also Armenia's main overland link to Russia, so it carries heavy freight traffic in both directions.
For an importer, Upper Lars is usually the factor that decides whether a truck arrives on day 8 or day 14. This guide explains how the crossing works for freight, where queues and closures come from, which documents must be ready, and which alternative routes exist when the pass is blocked.
Where the Upper Lars border crossing is and why it matters
The crossing sits in the Dariali gorge, in the high Caucasus between the Georgian town of Stepantsminda (Kazbegi) and Vladikavkaz in North Ossetia. From Tbilisi, trucks drive north along the Georgian Military Road through Mtskheta, the Gudauri ski area, the Jvari Pass, Kobi and Stepantsminda to the border. On the Russian side, the road descends to Vladikavkaz and joins the Russian highway network.
The other road links between Georgia and Russia pass through Abkhazia or South Ossetia, which are not used for normal commercial traffic. That makes Upper Lars the only practical road crossing on this border. When it slows down, there is no nearby second gate; the real alternatives are hundreds of kilometres away through Azerbaijan or across the Caspian Sea.
A typical road shipment from Turkey runs: loading in Turkey – Sarp border into Georgia – transit through Georgia – Georgian exit at Kazbegi – Russian checkpoint at Verkhny Lars – Vladikavkaz – onward to the consignee. Indicative transit to Moscow is about 8–14 days, and most of the variation comes from this crossing.
How a truck passes the checkpoint
Crossing the border is a sequence of controls on both sides. Knowing the steps helps you understand where time is lost:
- Georgian exit: the transit through Georgia is closed at the Kazbegi customs point, and Georgian border guards check the driver and vehicle.
- Russian border control: passport and vehicle checks at Verkhny Lars.
- Russian customs: the transit document (usually a TIR carnet or a national transit declaration) is opened for the trip to the destination customs office. Advance electronic cargo information is required for trucks entering the Eurasian Economic Union; your carrier or broker submits it before arrival.
- Inspection: documents are checked against the cargo, and trucks can be sent for scanning or physical inspection.
- Inland clearance: import clearance usually takes place later, at a customs office near the consignee, not at the border.
Any mismatch between the invoice, packing list, CMR and transit data can turn a routine check into a long stop. That is why we compare the document set with the supplier before the truck leaves Turkey. For how the CMR consignment note and TIR carnet work together, see our guide to the CMR consignment note and TIR carnet.
Queues and the electronic queue
Upper Lars has a long history of truck queues. At peak times, Georgian and North Ossetian authorities have reported thousands of vehicles waiting; in September 2025, for example, Georgia's traffic management centre reported more than 2,650 vehicles in the electronic queue. Queues build up for several reasons: limited space in the mountain gorge, seasonal peaks, backlogs after weather closures and detailed inspections of certain cargo.
Since 1 October 2025, Russia has operated an electronic queue for trucks at Upper Lars. According to the Russian Ministry of Transport, drivers register at designated points in North Ossetia or at a holding area near Vladikavkaz, wait for their call, and only then drive to the checkpoint; remote booking is not offered. The system mainly organises trucks leaving Russia towards Georgia. For loads entering Russia, it still matters: it affects how many trucks are available for return loads and how smoothly the shared mountain road flows.
Winter closures and weather
Weather is the biggest single risk on this route. The Georgian Military Road climbs over the Jvari Pass, and the Gudauri–Kobi section is exposed to heavy snow and avalanches. In bad weather the Georgian Roads Department often restricts semi-trailers and heavy trucks first, while lighter vehicles can still pass. In more serious conditions the road is closed to all traffic. Closures usually last hours or a few days; in some winters freight traffic has been stopped for considerably longer. After each reopening, the backlog can take further days to clear.
Roadworks are a second source of restrictions. Repairs and upgrades on the approach roads have reduced the number of lanes or limited truck traffic for weeks in some years. Summer is not free of risk either: landslides and mudflows have closed the Dariali section in the past.

How to plan a load through Upper Lars
- Check the pass before departure: follow road status from the Georgian Roads Department and North Ossetian authorities, especially from November to April.
- Build a time buffer: agree delivery windows that allow for a few days of waiting rather than promising a fixed day.
- Prepare reefers for waiting: fuel reserve for the cooling unit and a temperature log; our article on refrigerated transport to Russia covers fresh produce from Antalya.
- Close document gaps in Turkey: errors are much cheaper to fix before the Sarp border than at Verkhny Lars.
- Keep an alternative ready: for southern Russia, the route through Azerbaijan can be agreed in advance.
Alternatives when Upper Lars is blocked
| Alternative | When it makes sense | Watch out for |
|---|---|---|
| Azerbaijan – Yarag-Kazmalyar (Dagestan) | Cargo for southern Russia and the North Caucasus | Transit permits; busy checkpoint working above design capacity |
| Iran – Caspian Sea | Specific cargo for the Volga region | Vessel schedules, transit procedures, sanctions-related restrictions |
| Sea via St Petersburg | Containerised, non-urgent cargo | Much longer transit |
| Black Sea to Novorossiysk | Only after current conditions are confirmed | Suspended calls and war-risk surcharges since August 2026 |

Frequently asked questions
How long does it take a truck to pass the Upper Lars border crossing?
On a normal day the controls themselves take a few hours. In peak weeks or after a weather closure, waiting can stretch to one or several days. We plan transit times with this buffer included.
Is Upper Lars open for trucks in winter?
Yes, it works all year, but snow and avalanche risk lead to temporary closures, and semi-trailers are often restricted first. Check road status on the day of the crossing.
Does a truck to Russia need a TIR carnet?
Most international road shipments use a TIR carnet or a national transit declaration to move under customs control to the destination office. Your carrier arranges this.
Is there an alternative crossing between Georgia and Russia?
Not a practical one for commercial freight. The realistic alternatives go through Azerbaijan to Dagestan or across the Caspian Sea.
